JOB TITLE: ADVOCACY AND POLICY MANAGER

LOCATION: 7 Red Cow Lane, Dublin (Remote/hybrid options possible upon
agreement by ICI Board of Directors)
ACCOUNTABLE TO: Board of the Immigrant Council of Ireland
MANAGED BY: CEO of the Immigrant Council of Ireland
TERMS: Full-time, Permanent.

PURPOSE OF THE JOB:

To implement the advocacy, campaigning and communications priorities
of the Immigrant Council of Ireland with the primary objective of
influencing Government policy in relation to aspects of Ireland?s
immigration and integration legislation and policy.

The role will create the favourable conditions to encourage the
political will for change, as well as coordinating submissions to
relevant stakeholders, and seeking to inform, via media relations and
other communications means, public opinion on immigration and
integration related issues from a human rights perspective.

* Manage the day-to-day internal and external advocacy priorities of
the organisation in the areas of immigration rights, integration
policies, issues impacting migrant women and children and any other
advocacy issues identified in accordance with the organisations remit
and strategic plan;
* Co-ordinate and, where appropriate, draft relevant policy
submissions and position papers to Government and other national and
international forums, in collaboration with the CEO and staff team;
* In collaboration with the CEO and relevant managers, coordinate
relevant project activities across the staff team, ensuring internal
and external communication and delivery of project commitments within
agreed timeframe and budget;
* Develop and manage the organisational advocacy strategy across all
areas of strategic importance to the Immigrant Council of Ireland,
including an annual advocacy and policy submission key dates calendar;
* Manage and maintain a strong brand for the organisation, including
impactful and fit-for-purpose publications, web site, social media and
merchandise, working with and providing supervision to Communications
and Fundraising Coordinator;
* Provide overall management of media and public affairs activities
to promote organisational legal, integration and policy positions;
* Manage the monitoring of media and current affairs developments,
across a wide range of media and in the Oireachtas;
* Working with the Communications and Fundraising Coordinator,
prepare press statements (both planned and reactive) and articles on
migration and integration issues for internal and external
communications;
* Manage the publication and promotion of organisational materials,
including design and printing, in collaboration with the
Communications and Fundraising Coordinator;
* Working with relevant team members, promote and implement
awareness raising training and other communication and advocacy
activities which advocate for survivors of human trafficking and
related issues impacting migrant women such as gender based violence;
* Ensure that organisational communication outputs are of a high
standard, respond to the needs of the target audience, and are
delivered within agreed budget and timelines;
* Build on existing and develop new relationships with key decision
makers, stakeholder organisations, media and others;
* Provide line-management and support to staff within the advocacy
team;
* Act in accordance with the objectives and ethos of the
organisation;
* Undertake other duties as may be reasonably required from time to
time.

IMPORTANCE OF THE ROLE TO THE ORGANISATION:

The Advocacy and Policy Manager will play a key strategic role in
supporting the organisation to deliver outcomes identified in the
ICI?s strategic plan. The key outcomes specific to the
communications strategy are:

* Further increase in knowledge base of policy makers and legislators
on key ICI priorities to create a supportive environment for change,
due to distribution and communication of robust policy
papers/analysis;
* Increase in quality media coverage and debate resulting in changes
in attitude and support for specific policy changes and a rights-based
approach to immigration;
* Supporting statements/actions from allies resulting in specific
changes which the ICI has prioritised;
* Increase in ICI information being used by key stakeholders in the
immigration debate, assisting in specific changes identified as ICI
priorities;
* Increased ?champions? in key sectors on a wide range of
immigration-related issues, including encouraging the development of
voices of people from migrant communities themselves.

PERSONAL SPECIFICATION:

EXPERIENCE:

* At least five years? experience in advocacy, communications
and/or policy development, preferably on immigration and/or related
issues;
* Degree in relevant discipline, preferably a Master?s Degree or
higher in communications;
* Experience in project management with a proven track record of
delivering on objectives;
* Experience of developing and implementing media and advocacy
campaigns;
* Experience of representing an organisation to the public and
media;
* Knowledge and understanding of the issue of immigration;
* Knowledge of the environment in which non-governmental
organisations operate.

KNOWLEDGE:

* Demonstrated familiarity with current debates on immigration, both
nationally and internationally, is preferable;
* A demonstrated understanding of the wider equality agenda; and
* Understanding of and a commitment to the promotion of equal
opportunities and cultural diversity.

SKILLS AND ABILITIES:

* Ability to plan and prioritise own work;
* Ability to communicate clearly and transfer complex information in
a concise and accessible form; and

professional standards in job-related activities.
